Background

National telecommunication regulators are increasingly taking action to tackle SMS spam connected to marketing campaigns and fraudulent activity. The regulatory actions are widespread and don’t discriminate between the intended targets and legitimate messages from platforms like Cutover.

Service Impact

SMS delivery from Cutover in impacted regions may be impeded or blocked while we work to understand and comply with local regulatory changes. Changes are specific to each region.

Impacted regions and mitigation measures

  • Singapore (Mitigated) - Singaporean Infocomm Media Development Authority (IMDA) requires organizations that use SMS sender IDs to register with the Singapore SMS Sender ID Registry (SSIR). Messages are currently amended to show the sender as ‘Likely-SCAM’ and will be blocked from 31st July. Cutover has completed the necessary registrations, and service has been restored.

    Customer impact: Customers should not see messages being blocked as a result of this regulatory change, and the sender should be appearing as Cutovr.

  • Australia (Mitigated) - From April 25, 2023 all Alphanumeric Sender IDs must be pre-registered to send messages in Australia. Cutover has completed the required registration formalities with our messaging providers so there should be no impact to service.

    Customer impact: No impact.

  • Taiwan (Mitigated) - From June 27, 2023 the Taiwanese telecommunications regulator (National Communications Commission) is restricting the content of SMS messages containing URLs sent to Taiwanese mobile subscribers. Cutover has completed the required registration formalities with our messaging providers so there should be no impact to service.

    Customer impact: No Impact.

  • USA (Mitigated) - Effective July 5, 2023, all SMS and MMS messages sent to U.S. phone numbers using 10DLC phone numbers must be sent via a registered application-to-person (A2P) campaign. The necessary A2P campaign registration has been completed with our messaging providers.”

    Customer impact: A2P campaigns have been successfully registered for customers known to be sending SMS to U.S. numbers. Customers should not see messages being blocked as a result of this regulatory change.

  • Malaysia (Mitigated) - From July 2, 2023 the Malaysian Communications and Multimedia Commission (MCMC) is restricting the content of SMS messages containing URLs sent to Malaysian mobile subscribers. The necessary registration to comply with this new regulation is in progress with our messaging providers.

    Customer impact: No Impact.
